Created in response to the enormous need to educate, inform and entertain rural villagers residing in “media black spots” in Cambodia, the WMC launched its first mobile broadcasting unit (MBU) team in 2002.
MBUs consist of two trained provincial facilitators who travel between remote communities, transporting audio-visual equipment including big screens, projectors and stereos, which are used to broadcast audio-visual info-tainment programs to rural villages.
WMC productions are created to reflect the reality of people's lives and the circumstances they face. Rural audiences are therefore able to relate to the programs and the issues raised. As such, programs offer life-changing advice, support, and information to assist families and communities. Through MBUs, rural villages can learn about issues such as HIV/AIDS and maternal health care, information that is vital in rural areas where access to proper medical facilities or professional care are limited. Additionally, WMC programs discuss "warning signs" and provide information on sex trafficking, rape, labor exploitation, and offer advice about law, human rights and NGO support groups to help the most vulnerable communities in Khmer society. MBU facilitators encourage audience members to participate in discussing the issues presented, through the use of question and answer sessions after program has aired. The "quizzes" aid in reinforcing issues raised in the programs, as well as prompt community debate and discussion. Currently, MBUs circulate among the three provinces of Otdor Mean Cheay , Siem Reap and Kompong Chhang over an eight month period. The average audience size is approximately 150 villagers per broadcast. The broadcasts take place at popular meeting places in each village, either in front of a pagoda, at a village leader's residence, or in a large communal space. The broadcasts air around 7 p.m., after villagers have returned home from work and settle in for the evening's programs. It will cost less than 5 cents to reach one audience member during a one-hour production that broadcasts across three provinces, targeting approximately 4,500 viewers (i.e. The cost per impression (CPI) is less than 5 cents).
